Vaishnavi AT-One Life Phase 4 is a premium plotted development of 227 residential plots on a filed 65,229 sq m - about 16.12 acres - by Vaishnavi Group. Marketed as Yelahanka Extension; registered at Kamenahalli village, Kundana hobli, Devanahalli taluk, Bengaluru Rural 562110. The district was renamed Bengaluru North by Cabinet decision in July 2025, but the certificate, the khata and the sale deed will all read Bengaluru Rural. The project is registered with Karnataka RERA as PRM/KA/RERA/1250/303/PR/130526/008652, approved 13 May 2026, and appears on the register as VAISHNAVI AT-ONE LIFE IV. Both forms refer to the same registration. The filed proposed completion date is 18 December 2027.
This page is the full anatomy of the project as it stands on the file: who the promoters are, what has been approved and when, what is actually being built, and where the developer's own published figures and the government filing say different things. Where they differ we publish the filing and disclose the marketing figure. Where we could not establish something, we say so and stop.
The Developer and the Promoters of Record
The developer brand is Vaishnavi Group, a Bengaluru developer whose corporate office is at #2/2, Walton Road, off Vittal Mallya Road, Bengaluru 560001.
The promoters of record for this registration are two entities, filed jointly: Vaishnavi AT-One Life Park LLP and AT-One Estates Private Limited. Karnataka RERA records the Type of Firm for this project as Other (JOINT VENTURE). The promoter address printed on the signed certificate is No. 143, Infantry Road, Bengaluru Urban, Karnataka 560001.
| Entity | Identifier | Status |
|---|---|---|
| Vaishnavi AT-One Life Park LLP | LLPIN ACQ-1463, incorporated 25 July 2025 | Joint promoter. The incorporation detail comes from a single aggregator and no LEI exists, so it could not be corroborated against the GLEIF record |
| AT-One Estates Private Limited | CIN U07010KA2003PTC032455, formerly Cosmos Realty and Leisure Private Limited, renamed with effect from 28 January 2026 | Joint promoter. Verified twice over - the GLEIF golden copy and the Karnataka RERA land table both record the former name |
What "AT-One" actually is
AT-One is a Vaishnavi Group sub-brand carried by a family of group special-purpose entities, adopted between 2022 and 2026. The name changes are on the GLEIF register: Vaishnavi 81 Infrastructures LLP became Vaishnavi AT-One Infrastructure LLP around 4 July 2024, and Cosmos Realty and Leisure Pvt Ltd became AT-One Estates Pvt Ltd on 28 January 2026.
So the accurate formulation is this: AT-One is the brand Vaishnavi Group uses across its recent projects, and the Phase 4 registration is a joint venture between two entities - Vaishnavi AT-One Life Park LLP and AT-One Estates Private Limited. We have found no public source that describes AT-One as an outside joint-venture partner, a design partner or an investor, and we do not say it is. Equally, we do not say it is merely a Vaishnavi trading style. Neither reading is established.
The four registrations, and why the promoter name changes
| Phase | K-RERA registration | Promoter on the filing | Village |
|---|---|---|---|
| I | PRM/KA/RERA/1250/303/PR/170322/004776 | Vaishnavi AT-One Infrastructure LLP | Bettanahalli |
| II | PRM/KA/RERA/1250/303/PR/200922/005257 | Vaishnavi AT-One Infrastructure LLP | Bettanahalli |
| III | PRM/KA/RERA/1250/303/PR/310824/006982 | Cosmos Realty and Leisure Pvt Ltd, now AT-One Estates Pvt Ltd | Bettanahalli |
| IV, this project | PRM/KA/RERA/1250/303/PR/130526/008652 | Vaishnavi AT-One Life Park LLP and AT-One Estates Pvt Ltd | Kamenahalli |
All four registered through the same Bengaluru Rural division office code, 1250/303.
If you check the register yourself you will notice the promoter name changes between Phase III and Phase IV, and it is worth saying plainly that this is not a change of developer. Cosmos Realty and Leisure Pvt Ltd and AT-One Estates Pvt Ltd are the same company under two names - one CIN, one LEI, name change effective 28 January 2026. Two independent primary sources confirm it.
Note also that Phases I to III are in Bettanahalli, a different revenue village in the same hobli. Phase 4 is in Kamenahalli. Aggregators and portals routinely index this whole estate under Bettanahalli; for Phase 4 that is wrong. And Phase 4 is not adjacent to the delivered phases: it is on Kamenahalli land close to them, but the mapped road route between them runs 4.4 km, because no direct road north from the earlier layout into Kamenahalli is mapped.
The Reconciliations - Where the Filing and the Marketing Differ
This is the part of the project most worth reading slowly. None of it is an accusation; developer collateral describes an estate, a filing describes a phase, and the two get conflated. But the differences change what you are buying.
| The published claim | What the filing or the routing shows | How to read it |
|---|---|---|
| 66+ acres of premium plotted development | Phase 4 is 65,229 sq m, about 16.12 acres. The four phases sum to 268,555 sq m, which is 66.36 acres | The 66 acres is the estate. Never pair it with 227 plots |
| 898 plots | Phase 4 files 227 plots. The four filings sum to 899 across the estate | Estate-level. The developer publishes 898, the filings total 899; we state both rather than pick one silently |
| Over 50% landscaped, green and open spaces | The filed land-use table records 47.8% open area, and that 47.8% includes roads | Close to half the layout is open area as filed. The marketing figure is the developer's, not the filing's |
| 14 thematic parks | Phase 4 files 8 parks and open spaces | The 14 is estate-level at best |
| Plots of 1,150 to 3,550 sq ft | The filed schedule and the developer's own configuration table both support 1,035 to 5,409 sq ft | The 1,150 to 3,550 tile is contradicted by the developer's own table on the same page |
| 9 m to 18 m wide internal roads | Internal roads are 9 m and 12 m. The 18 m figure is the entrance avenue | Write it as two road widths plus an entrance avenue |
| 1.5 km to the closest metro station | Nearest station of any line is Doddajala at 10.1 km routed, and the Blue Line is under construction, not open. Nearest operational station is 32 to 38 km | Do not plan around a metro here yet |
| 20 minutes from KIAL | 17.4 km, about 24 minutes free-flow and about 40 minutes at peak on a modelled estimate | The developer's figure is a free-flow one |
| 25 minutes from Hebbal flyover | 29.0 km, about 35 minutes free-flow and about 80 minutes at peak | A free-flow number presented as a drive time |
| Located before the airport toll | The Devanahalli / Sadahalli toll plaza routes at 14.8 km, and the parcel is west of NH-44, not on the highway approach | Misleading about the parcel's relationship to the highway |
| Signal-free access to KIAL | The first 9.9 km of any route out of the parcel is unnamed village road | The village-road leg is the real access story |
| 7 km to the STRR | Routed, the nearest point on the STRR / NH-648 is 11.7 km | The 7 km is straight-line; the road grid does not run straight north |
| Yelahanka Extension, North Bengaluru | Kamenahalli village, Kundana hobli, Devanahalli taluk, Bengaluru Rural 562110. Yelahanka New Town is 19.7 km by road | Different taluk, different district |
| The Quad by BLR as new or upcoming | It opened in 2019 and is currently under refurbishment | Operational, not forthcoming |
Two more things about the address itself. The signed certificate misspells the village name with an extra letter; the correct spelling is Kamenahalli, and a literal search on the certificate's spelling returns nothing at all. And the certificate address and the Karnataka RERA land table use different sub-numbering - the land table reads 65, 66/1, 66/2, 67/2, 67/3, 68/3, 68/4 where the certificate reads 65/1, 65/2, 65/3, 65/4, 66, 67/2, 67/3, 68/3, 68/4. Same parcel, different granularity. We publish the certificate's string, because that is the digitally-signed one.
The Regulatory Position
Registrations and approvals held
| # | Approval or filing | Number | Date | Issuing body |
|---|---|---|---|---|
| 1 | K-RERA project registration | PRM/KA/RERA/1250/303/PR/130526/008652 | Approved 13 May 2026, certificate digitally signed 13 May 2026 at 19:52 IST | Karnataka Real Estate Regulatory Authority |
| 2 | K-RERA registration application | Acknowledged | 18 March 2026 | Karnataka RERA |
| 3 | Layout plan sanction | BIAAPA/TP/LAO/2024-25 | 19 December 2025 | BIAAPA |
| 4 | Change of Land Use order | Filed as an order document. Number and date not shown in the record | Not established | BIAAPA |
| 5 | Land conversion, Sy 65 | ALN/SR(DE)241-244/2004-05 | 8 April 2005 | Deputy Commissioner, Bangalore Rural |
| 6 | Land conversion, Sy 67/2, 67/3, 68/3, 68/4 | 760559 / 760560 / 760561 / 760562 | 16 May 2025 | Deputy Commissioner, Bangalore Rural |
| 7 | Land conversion, Sy 66/1, 66/2 | 778212 / 778213 | 23 July 2025 | Deputy Commissioner, Bangalore Rural |
| 8 | Water supply and sewage NOC | Recorded Approved | Applied 3 July 2024 | Gram Panchayat |
| 9 | Electricity NOC | Recorded Approved | Applied 20 January 2026 | BESCOM |
| 10 | Pollution-control consent, 10 to 125 acre slab | Recorded Approved | Applied 17 March 2026 | Karnataka State Pollution Control Board |
| 11 | Registered JDA over Sy 65 | Registered | 30 April 2026 | Sub-Registrar, Devanahalli |
| 12 | Registered JVA between the two promoters | Filed with K-RERA | 12 May 2026 | Karnataka RERA |
Every conversion order is a Deputy Commissioner, Bangalore Rural alienation and conversion to residential use. That the earliest of them dates to 2005 and the most recent to July 2025 tells you the land was assembled over a long period, which is normal here.
All four AT-One Life phases carry a BIAAPA sanction: Phase I under BIAAPA/TP/LAO/50/2021/22, Phase II under BIAAPA/TP/LAO/06/2022-23/1057, Phase III under BIAPPA/TP/LAO/83/2023-24/24-25 and Phase IV under BIAAPA/TP/LAO/2024-25.
One caveat on independent verification: we could not cross-check the BIAAPA sanction against BIAAPA's own website, because biaapa.in returns HTTP 410 and biaapa.karnataka.gov.in does not resolve. The Karnataka RERA record is a primary source and is sufficient, but if you want an independent check, ask for the sanctioned layout plan itself.
Approvals explicitly not held
The promoter declared No on the filing to each of the following: the MoEF / KSPCB clearance for layouts above 50 acres; an Airport Authority of India NOC; Fire and Safety; Horticulture; PWD; and BSNL or telecom. The environmental-clearance annexure is blank.
There is no environmental clearance for this project, and none is required. A plotted layout of this size sits below the EIA Schedule 8(b) threshold. The absence of an EC here is not a doubt about the project's existence or its paperwork - the signed Karnataka RERA certificate settles existence. It should not be presented as a gap, and nobody should tell you an EC exists.
Planning authority, khata and civic status
| Field | Position |
|---|---|
| Planning authority | BIAAPA, the Bangalore International Airport Area Planning Authority. Not BMRDA, not BDA, not BBMP or Greater Bengaluru |
| Khata type | Gram Panchayat khata on all seven survey numbers, issued through e-Swathu |
| Urban local body | None. No municipal corporation, city municipal council or town panchayat. This is gram-panchayat territory - inferred from the filed address, and consistent with the panchayat khata and the panchayat water NOC |
| Gram panchayat serving Sy 65 to 68 | Not established. Kundana is the nearest gram panchayat headquarters, 6.9 km by road |
A gram-panchayat khata is not a defect - it is the correct instrument for this jurisdiction, and the BIAAPA-sanction-plus-panchayat-khata chain is what every layout in this belt carries. But it is a different document from a BBMP khata, and if you are comparing this project against something inside the city, that difference belongs in the comparison.
Complaints and litigation
Karnataka RERA records zero complaints against the project and zero against the promoter. At registration in May 2026 the promoter declared no land litigation and filed a non-litigation affidavit.
That is not the whole picture, and here is the rest of it.
The promoter's quarterly update to Karnataka RERA for Q1 of FY2026-27, filed on 16 July 2026, discloses one pending civil matter - an original suit for permanent injunction before the Senior Civil Judge, Devanahalli, Case No. 774 of 2025. The same filing records that no preventive, interim, final or stay order has been issued. Karnataka RERA shows zero complaints against either the project or the promoter.
The parties, the subject matter and the current status of OS 774/2025 are not established. Karnataka's eCourts search is CAPTCHA-gated and we did not bypass it. We are not going to speculate on what the suit concerns, we are not going to call it a minor procedural matter, and we are not going to inflate it either. If you are close to a decision, this is a specific, named case number you can put to the developer's legal team and to your own advocate.
The Programme as Filed
Land and land use
| Line | Area (sq m) | Share |
|---|---|---|
| Saleable plot area, 227 plots | 34,058 | 52.2% |
| Parks and open spaces, 8 numbers | 6,543 | 10.0% |
| Civic-amenity sites, 2 numbers | 3,418 | 5.2% |
| Roads | 21,210 | 32.5% |
| Total open area | 31,171 | 47.8% |
| Total land, Phase 4 | 65,229 | 100% |
Phase 4 is a filed 65,229 sq m - about 16.12 acres - of which 47.8% is parks, civic-amenity sites and roads. The acreage is our own conversion of the filed square metres at 4,046.856 sq m to the acre, and we show it beside the filed figure rather than instead of it. The Karnataka RERA land table separately records the survey-number extents as 16 acres 6 guntas across seven survey numbers, which is consistent with 16.12 acres; the small gap is rounding, not a discrepancy.
The saleable plot area of 34,058 sq m is about 366,600 sq ft, converted at 10.7639 sq ft to the square metre and rounded to the nearest hundred.
The plot schedule
| Type | Filed metric dimension | Nominal size | Plots | Filed area (sq m) |
|---|---|---|---|---|
| 30 ft x 40 ft | 9.14 m x 12.19 m | 1,200 sq ft | 123 | 13,704 |
| 40 ft x 60 ft | 12.19 m x 18.29 m | 2,400 sq ft | 27 | 6,020 |
| 30 ft x 50 ft | 9.14 m x 15.24 m | 1,500 sq ft | 2 | 278 |
| Odd-shaped sites | various | 1,035 to 5,409 sq ft | 75 | 14,056 |
| Total | 227 | 34,058 |
Plot numbering runs 1 to 227 with no gaps. The filed schedule lists every plot individually with its area and its boundaries, which is why the counts above are exact rather than approximate.
The nominal sizes of 1,200, 1,500 and 2,400 sq ft are the developer's own configuration-table figures and are what we publish. The exact metric conversions come out at 1,199, 1,499 and 2,400 sq ft; publishing that false precision would suggest a difference that does not exist.
123 of 227 plots, 54% of the layout, are 30 x 40s. There are exactly two 30 x 50s in the entire phase.
The Ownership Model
What you buy here is a converted residential plot on gram-panchayat khata, sold by a two-entity joint venture, in a project whose money position is unusually clean on the file.
- Two joint promoters, with a registered joint venture agreement filed with Karnataka RERA on 12 May 2026 and a registered joint development agreement over Sy 65 dated 30 April 2026 at the Sub-Registrar, Devanahalli.
- Gram Panchayat khata on all seven survey numbers, issued through e-Swathu, with every survey number carrying a Deputy Commissioner conversion order to residential use.
- No borrowing on this project. The filing records "Is there any Borrowing?: No".
- No RERA-registered agents declared. The filing records NO. If someone approaches you as a registered channel partner for this project, that claim is not on this file.
- ₹0 withdrawn from the RERA-designated bank account as at 16 July 2026, against ₹1.62 crore collected from purchasers.
- No association of allottees formed yet, which is expected this early.
Project finance as filed
| Line | Filed value |
|---|---|
| CA-certified total project cost | ₹109.55 crore - land ₹56.47 crore plus layout development ₹53.08 crore |
| Borrowing on this project | None |
| Estimated construction cost | ₹30.68 crore |
| Construction spend to 16 July 2026 | ₹9,40,43,002 |
The ₹109.55 crore figure is the promoter's certified development cost. It is not the value of the project and it is not a guide to price. Do not divide it by 227, and treat any page that does as unreliable.
Design and Construction
| Item | Position |
|---|---|
| Project engineer | S & S Associates, Rajajinagar, Bengaluru, local-authority licence BCCL/BL-3.6/SE-0327/22-23 |
| Internal roads | 9 m and 12 m wide, as filed |
| Entrance avenue | An 18 m grand entrance, per the developer's sales presenter |
| Clubhouse | 32,750 sq ft, courtyard-themed, G+2 - the developer's own figure, stated consistently across the presenter and both of its websites |
| Central activity space | 2 acres, per the developer's presenter. This is estate-level in origin and is not a Phase 4 filed figure |
| Parks and open spaces | 8, as filed |
| Water source | Borewell, as filed. There is no BWSSB service area in Devanahalli taluk, so no piped municipal supply |
| Electricity | BESCOM |
| Sewerage | No municipal sewer network exists here. On-site treatment is required under the KSPCB consent and BIAAPA layout conditions |
| STP capacity | Not established. No environmental clearance exists, so no filed KLD figure exists. Any KLD number you see for this project has been invented |
| Underground utilities | The developer describes "pre-engineered smart plots with underground electric, water and sanitary lines". That is its wording, and we quote rather than restate it as a specification |
| Vastu compliance | Claimed on the developer's corporate page |
| Pond | A 0.5-acre pond appears in a campaign highlight strip that mixes estate-level and phase-level facts. Whether it falls inside Phase 4 is not established |
The honest summary of the build is that the plotted infrastructure is real and progressing, and the amenity programme is a set of drawings. That is not a criticism at this stage of a layout - it is simply where the project is, and the quarterly filing below says so in the promoter's own numbers.
Timeline

| BIAAPA layout sanction for Phase 4 | 19 December 2025 |
| Civil work on site started, plot formation | 16 February 2026 |
| K-RERA application acknowledged | 18 March 2026 |

| Sales presenter created | 22 May 2026 |
| Q1 FY2026-27 quarterly update filed | 16 July 2026 |
| Filed proposed completion | 18 December 2027 |
Site works began on 16 February 2026, before registration and before the filed start date of 1 May 2026. That is normal and lawful for a layout - site works precede registration; sales do not. It is not an irregularity and should not be presented as one.
Where construction actually stands
| Metric | Filed value at 16 July 2026 |
|---|---|
| Promoter's headline percentage of completion | 65% |
| Formation of plots | 70%, started 16 February 2026 |
| Roads, footpaths, drainage, electrical poles | 40%, started 2 March 2026 |
| Power supply, transformer and substation | 0%, scheduled from 1 August 2026 |
| Plantation | 0%, scheduled from 17 August 2026 |
| Other miscellaneous work | 5% |
| Construction spend to date | ₹9,40,43,002 of an estimated ₹30.68 crore |
| Advances collected from purchasers | ₹1,62,27,031 |
| Withdrawn from the RERA-designated bank account | ₹0 |
| Agreements for Sale executed | 2 of 227, plot numbers 36 and 37 |
| Sale deeds executed | 0 |
| Extension of time applied for | None |
The promoter's July 2026 quarterly filing reports 65% completion overall, with plot formation at 70% and internal roads at 40%; power supply and plantation had not started, and ₹9.4 crore of an estimated ₹30.7 crore construction budget had been spent. The headline 65% is the promoter's own single-line self-assessment; the component table and the spend both point lower, and both are on the same filing.
On sales, two Agreements for Sale out of 227 plots and no sale deeds at all, with ₹1.62 crore collected as at 16 July 2026. This is an early-stage sales position, and there is no scarcity here to invoke.
The delivery record across the earlier phases
| Detail | Phase I | Phase II | Phase III |
|---|---|---|---|
| Land | 158,306 sq m, 39.12 acres | 21,650 sq m, 5.35 acres | 23,370 sq m, 5.77 acres |
| Plots | 523 | 64 | 85 |
| Filed end date | 3 March 2025 | 29 May 2025 | 5 June 2026 |
| Completion applied | 29 November 2024, about 3 months early | 29 November 2024, about 6 months early | 16 June 2025, about 12 months early |
| Extension of time granted | No | No | No |
| Plots sold / unsold | 523 / 0 | 63 / 1 | 80 / 5 |
| K-RERA complaints, promoter / project | 0 / 0 | 0 / 0 | 0 / 0 |
666 of 672 plots sold across three delivered phases, every one applied for completion ahead of its filed date, no extensions granted, no complaints. That is sourced to Karnataka RERA rather than to the developer, which is what makes it worth reading. It is one of the rare cases where a developer's track-record line survives contact with the register.
Against that record, the filed 18 December 2027 completion date for Phase 4 - with no extension applied for - is a commitment with some evidence behind it rather than a number on a brochure. It is also early against the corridor's competing plotted launches.
Recognition
Vaishnavi AT-One Life won Plotted Development Project of the Year at the 16th Realty+ Conclave and Excellence Awards 2024 - South, held on 28 November 2024 at Hotel Taj MG Road, Bengaluru. We verified the award independently of the developer. It is for AT-One Life as a whole, not for Phase 4 specifically.

Overview - Vaishnavi AT-One Life Phase 4 FAQs
Yes. The registration is PRM/KA/RERA/1250/303/PR/130526/008652, approved on 13 May 2026 against an acknowledgement dated 18 March 2026. On the register the project is named VAISHNAVI AT-ONE LIFE IV - that is the registry form of the same project, so search the portal on the Roman numeral or on the number rather than on the marketing name. It is held jointly by Vaishnavi AT-One Life Park LLP and AT-One Estates Private Limited. The certificate is digitally signed and the record can be checked on rera.karnataka.gov.in.
Held and recorded as approved on the filing: the gram panchayat water supply and sewage NOC (applied 3 July 2024), the BESCOM electricity NOC (applied 20 January 2026) and the Karnataka State Pollution Control Board consent for the 10 to 125 acre slab (applied 17 March 2026). Land conversion orders from the Deputy Commissioner, Bangalore Rural, cover all seven survey numbers - order ALN/SR(DE)241-244/2004-05 dated 8 April 2005 on survey 65, orders 760559 to 760562 dated 16 May 2025, and orders 778212 and 778213 dated 23 July 2025. Declared as not held on the filing: the MoEF/KSPCB "above 50 acres" clearance, the Airport Authority of India NOC, Fire and Safety, Horticulture, PWD and BSNL/Telecom clearances. A Change of Land Use order is on the file, but its number and date are not shown in the record.
There is no environmental clearance, and none is required. A plotted layout of this size sits below the EIA Schedule 8(b) threshold. The absence of an EC here is not a gap and is not an existence doubt - the signed K-RERA certificate settles that the project exists and is registered. One practical consequence: because no EC exists, there is no filed sewage-treatment capacity figure either, so nobody can quote you a KLD number for this project.
No. Phase 4 is a filed 65,229 sq m - about 16.12 acres. The 66-plus acres and 898 plots the developer publishes are the whole four-phase Vaishnavi AT-One Life estate: the four registered phases sum to 268,555 sq m, which is 66.36 acres, and to 899 plots against the developer's own figure of 898. Phase 4 on its own carries 227 plots on about 16.12 acres. Any page that pairs 227 plots with 66 acres is describing a layout four times less dense than the real one.
227 plots, numbered 1 to 227 with no gaps on the filed schedule. The mix is 123 plots of 30 ft x 40 ft (about 1,200 sq ft), 27 of 40 ft x 60 ft (about 2,400 sq ft), just two of 30 ft x 50 ft (about 1,500 sq ft), and 75 odd-shaped sites running from 1,035 to 5,409 sq ft. So 54% of the layout is 30x40s, and the 30x50 is effectively unavailable - there are only two in the whole phase. The developer's marketing headline of 1,150 to 3,550 sq ft is contradicted by its own configuration table on the same page; the filed range is 1,035 to 5,409 sq ft.
What the suit concerns, and its current status, we could not independently establish - the Karnataka eCourts search is CAPTCHA-gated. At registration in May 2026 the promoter had declared no land litigation and filed a non-litigation affidavit.
